Question about how archiving works

When an account is archived, is the server vault empty or could there be 1-2 characters still left in it and others get archived instead?

When archivment fire, all accounts not used for * months are moved away. So, it move the full account.

(*) is the number chose, the person fireing the archivment set it, 1, 2, 3, 12 months.

Actualy, i'm archiving only accounts not used for 18+ months.

Ok, weird followup. I have lost track of the character's account, but I do remember it had a skin. Is there a big list of accounts and which skins they have? The character had the Baron Nasher skin and I would be really appreciative if I could get the account for it again.

I'm also 90% sure the character was on the account 'tool time'. Is there any way to check characters on a specific account? I am 90% sure this character was on there.
